OOZE has been commissioned by IABR–Atelier Rotterdam to develop a Local Energy Action Plan (LEAP) for the neighbourhoods of Bospolder-Tussendijken (BoTu) in Rotterdam. The Netherlands is undergoing a major transition, aiming to shift 1.5 million homes away from dependency on gas within the next decade, aiming to become CO2 neutral by 2050. The Local Energy Action Plan will form a transition path towards this goal, ensuring the support of the community by working in collaboration with active and engaged local networks. Ooze will work on this study until June 2020.
In the summer of 2019, the IABR–Atelier Rotterdam carried out two parallel studies into local energy in the neighbourhood under the heading ‘Building Blocks for a Cooperative Approach’: PosadMaxwan & Generation Energy investigated the spatial-energetic building blocks that might be needed to achieve this transition from a technical perspective, while a team with Robbert de Vrieze, Willem Beekhuizen and anthropologists Mimi Slauerhoff and Anne Knoop conducted an exploration of BoTu’s established as well as uncharted invisible social networks that could be engaged to ensure the transition’s success from a societal perspective.
Building on the findings of these two studies and continuing to work closely with the anthropologists, OOZE is exploring how this LEAP might be achieved on a neighbourhood scale. We will not just be looking at how to achieve this shift, but also at how it can serve as a lever for a broader qualitative leap in terms of overall well being. How a neighbourhood can make use of these profound changes to help work towards the global Sustainable Development Goals, and how could the LEAP provide a blueprint for other districts in Rotterdam and beyond?
BoTu is also an IABR–Test Site that can provide new insights and different approaches to realising the energy transition in other districts in Rotterdam and beyond. This role of BoTu as a social-spatial-energetic laboratory will of course be highlighted during the IABR–2020, which will be programmed both in and together with the neighbourhood, with BoTu itself becoming a biennial exhibition.
